City seeks AG ruling on comprehensive Project Mustang records request
In matter AUS26-253, City outside counsel notified the Texas Attorney General that Taylor intends to seek a ruling on whether responsive records from the comprehensive Project Mustang request may be withheld under multiple Public Information Act exceptions. The City says the request was received August 4, clarification was sent August 17, and the requester responded August 21. A 15-business-day brief and representative records remain part of the AG process.
Annexation and Employment Center applications withdrawn
The City announced that Project Mustang withdrew its annexation and zoning/Employment Center applications while continuing to pursue development and remaining in discussions with Taylor. The September 10 hearing previously associated with PZ 2026-2715 is no longer an active hearing under that application.

Taylor EDC seeks Attorney General ruling on Project Mustang records
Taylor EDC, through counsel, asked the Texas Attorney General to rule on withholding remaining responsive records from the August 3 public-information request. TEDC stated that substantial portions had no responsive information while invoking Texas Government Code §§552.131, 552.101, 552.107, 552.110, and 552.1101 for remaining material.
Written Project Mustang public comment submitted to City
A written three-minute Project Mustang public-comment statement was emailed to City staff before the August 13 City Council meeting because the commenter could not attend in person. The statement addressed economic-development incentives, Taylor’s moratorium position, and Fort Worth’s initiation of a statutory data-center moratorium process.
Williamson County PIA production received
Fifteen files are produced under 2026-1507-PIA, including the transportation email chain, LRTP markup, and July 2 / July 22 Project Mustang road exhibits.
Planning & Zoning Commission tables Employment Center Plan for 90 days
At the August 18 hearing, project representatives provided additional technical detail on generation, utilities, noise, roads and site design. The Commission voted to table PZ 2026-2715 for 90 days rather than recommend approval.
ERCOT, PUCT and TxDOT records responses received
ERCOT denied project-specific Large Load / Batch Zero information as Protected Information. PUCT identified only limited potentially responsive regulatory categories, prompting a follow-up. TxDOT reported locating only a map of a proposed donation area, and additional context/production was requested.
Big Watt / PowerHouse third-party objection filed with Attorney General
Jackson Walker LLP submitted a confidential third-party objection in the Taylor EDC open-records proceeding on behalf of Big Watt Digital LLC and PowerHouse Data Centers LLC.
