Safety & Emergency Response

Electrical hazards, fuels, batteries, fire protection, and emergency planning.

Representative image. Not an official rendering or photograph of Project Mustang.

The Employment Center Plan confirms that Project Mustang is being designed around high-voltage electrical infrastructure, gas generation, backup generation and battery/fire-hazard considerations, while final engineering and emergency-response details remain later-stage matters.

What the Current Project Records Show

Official submittal

2024 International Codes minimum

The plan states that buildings must comply with the City's adopted construction and fire codes in effect when permits are submitted and, at minimum, the 2024 International Codes.

Proposed requirement
Official submittal

Battery and electrical fire hazards addressed

The EC Plan expressly addresses fire hazards, batteries and arc-flash fire hazards as part of its safety framework. Final equipment-specific hazard analyses and response procedures are not established by the conceptual plan.

Documented topic
Official submittal

Emergency / life-safety backup generation

The plan depicts emergency and life-safety diesel-backed generators and lists 3-MW diesel backup units, including two life-safety backup generators per data-center building.

Secondary emergency access

A second Union Pacific Railroad crossing is proposed specifically for emergency access in addition to the primary access concept.

BESS, gas yard and chemical/fuel support areas

The concept includes battery energy storage systems, a gas yard, gas-generation areas, and urea/fuel-related storage in addition to substations and mechanical/cooling equipment. Exact inventories and final separation distances remain subject to later engineering and permitting.

Black-start generation

Separate black-start diesel generation is contemplated so portions of the on-site power system can be started without relying on normal grid or plant power. Final equipment and emergency-operating procedures remain unresolved.

What Is Still Unknown

  • Final battery energy-storage configuration and fire-protection design.
  • Final gas-system and generator hazard analyses.
  • Site-specific emergency-response procedures and resident notification protocols.
  • First-responder training requirements and responsibility for added equipment or staffing.
  • Final fire-water system, access geometry and hazardous-material inventories.
