Annexation, Zoning & City Review

City planning material identifies case PZ 2026-2715 for the 664.572-acre site and describes a voluntary annexation and proposed Employment Center zoning path. Separate City Council agenda material documents economic-development/legal discussion involving Big Watt Digital LLC and PH DIGITAL DATA CENTER DEVELOPMENT LLC.

Current status: City review and public-record collection are ongoing. This site does not treat a scheduled hearing, executive-session discussion, or negotiation as a final development agreement, incentive award, zoning approval, or authorization to construct.

Power & On-Site Generation

Electrical demand, grid interconnection, transmission requirements, substations, and on-site generation are central unresolved technical issues. ERCOT and PUCT records are being tracked separately, and the site distinguishes between documented regulatory activity and assumptions about the project's final electrical configuration.

Water & Wastewater

A primary-source PUCT proceeding, Control No. 55020, concerns NMCV Taylor Property Investors LLC's effort to obtain streamlined expedited release of its Taylor property from Manville Water Supply Corporation's water CCN. The project site's ultimate water source, cooling-water demand, wastewater arrangements, and enforceable reuse commitments remain important subjects of investigation.
